Samrakshak Samuha Nepal (SASANE) is a survivor – led non – profit organization dedicated to preventing human trafficking and empowering survivors through protection, rehabilitation, economic empowerment, and social reintegration. SASANE implements programs focused on women’s rights, anti – trafficking, livelihood development, and survivor leadership.

As of 10.06.2026 we are looking for a:

Short – term Finance and Compliance Officer

Location: Kathmandu, Nepal

Assignment Period: 6 Months (with possibility of extension subject to funding and performance)

Project: SASANE’s selected interventions

Employment Type: Full Time

Position Summary

The Finance & Compliance Officer will be responsible for the overall financial management, compliance, budgeting, procurement documentation, financial reporting, and donor compliance requirements of SASANE. The position will ensure that project resources are managed efficiently, transparently, and in accordance with SASANE policies, donor regulations, and applicable laws of Nepal.

Key Responsibilities
1. Financial Management and Accounting

i. Maintain accurate and up-to-date financial records for the project in accordance with SASANE policies, donor requirements, and applicable laws of Nepal.
ii. Prepare and maintain cashbooks, ledgers, vouchers, payment records, and supporting documentation.
iii. Verify financial transactions and ensure completeness and accuracy of all supporting documents prior to processing payments.
iv. Process project payments, reimbursements, advances, and settlements in a timely manner.
v. Conduct regular bank reconciliations and maintain proper cash management procedures.
vi. Monitor expenditure against approved budgets and ensure project resources are utilized efficiently and in compliance with approved budget lines.
vii. Support the preparation of annual organizational budgets, project budgets, and financial forecasts as required.

2. Grant Management and Donor Compliance
i. Ensure compliance with the financial management requirements of SASANE and its applicable donor regulations.
ii. Review project expenditures to ensure eligibility, reasonableness, and compliance with donor agreements.
iii. Maintain complete financial records and supporting documentation required for donor monitoring, verification, and audits.
iv. Track budget utilization and identify potential budget variances or risks, providing recommendations for corrective action.
v. Support budget revisions, reallocation requests, and donor financial compliance processes as required.
vi. Ensure timely financial closure and reporting at the end of the project period.

3. Financial Reporting
i. Prepare monthly, quarterly, and final financial reports for management and donors.
ii. Generate budget monitoring reports and expenditure analysis reports for project management.
iii. Assist in the preparation of donor financial reports, liquidation reports, and supporting schedules.
iv. Coordinate with program staff to ensure financial reports accurately reflect project implementation and expenditures.
v. Provide financial updates and analysis to support management decision-making.

4. Procurement and Asset Management
i. Support procurement processes in accordance with SASANE and donor procurement policies.
ii. Prepare and maintain procurement documentation including requests for quotations, bid analysis, purchase orders, contracts, and procurement files.
iii. Ensure procurement activities are transparent, competitive, and properly documented.
iv. Maintain inventory records and fixed asset registers.
v. Conduct periodic inventory verification and asset tracking.
vi. Ensure all project assets and equipment are properly recorded, labelled, and safeguarded.

5. Audit, Compliance and Documentation
i. Prepare financial records and supporting documentation for internal, external, and donor audits.
ii. Coordinate with auditors and provide requested financial information in a timely manner.
iii. Maintain an organized filing system for financial, procurement, and project documentation.
iv. Ensure all records are retained in accordance with donor and organizational record retention requirements.
v. Support compliance reviews and monitoring visits conducted by donors or regulatory authorities.

6. Coordination and Administrative Support
i. Work closely with project staff to support financial planning, implementation, and monitoring of project activities.
ii. Provide guidance to project team members on financial procedures, documentation requirements, and compliance obligations.
iii. Participate in project review meetings and contribute financial information for planning and decision-making.
iv. Liaise with banks, vendors, consultants, government offices, and other stakeholders as required.
v. Support organizational financial management and administration functions when needed.

7. Safeguarding, Ethics and Risk Management
i. Maintain confidentiality of financial, organizational, and beneficiary information.
ii. Adhere to SASANE’s safeguarding, anti-fraud, anti-corruption, and ethical conduct policies.
iii. Immediately report suspected fraud, financial irregularities, or compliance concerns to management.
iv. Promote accountability, transparency, and responsible stewardship of project resources.

Required Qualifications
i. Bachelor’s degree in Finance, Accounting, Business Administration, or related field
ii. At least 3 years of relevant professional experience
iii. Experience with NGO/INGO or donor-funded project finance
iv. Strong knowledge of Financial Software [TALLY / SMART] Excel and financial reporting
v. Excellent written and verbal communication skills in English

Additional Preferred Advantage
i. Certificates in grants management, procurement, donor compliance, financial management, anti-fraud, or auditing.
ii. Advanced proficiency in Tally, SMART, QuickBooks, or other accounting software supported by certification or demonstrated experience.

Preferred Qualifications
i. Experience with UN, UNODC, USAID, EU, DFAT, FCDO, or other donor-funded projects.
ii. Experience supporting audits and donor compliance processes.
iii. Knowledge of Nepal NGO financial regulations and reporting requirements.
iv. Experience working in gender, human rights, anti-trafficking, or development sectors.

Reporting Line
The Finance & Compliance Officer will report directly and work closely to the Program Director to ensure effective financial management, compliance, and donor reporting.

Remuneration
Salary will be competitive and commensurate with qualifications, experience, and organizational salary scales.
